[ESQL] Type HTTP 200 truncated reads like 206/S3 #159716

HTTP 200 skip-then-fill used to fail as IOException, so the mapper
rewrote it as a generic transient 503. Raise the same path-named
ExternalUnavailableException as 206 and S3 so the operator names
the object.
