Use YAML to control pipeline triggers

Description

Type of Change

  • Automation (CI/pipeline changes)

Why

Keep the CI and PR pipelines active with monthly runs instead of a weekly CI
heartbeat.

What

  • Monthly keep-alives: CI and PR validation run on the first of each month.
Their push and PR branch filters stay unchanged.

  • Release flow: scheduled CI still starts the release pipeline, keeping that
pipeline active too. The pipeline overview now describes the monthly runs.

Screenshots

Testing

Both entry files pass Azure Pipelines preview; Beachball confirms no change file
is needed.

Changelog

Should this change be included in the release notes: no

Use monthly CI and PR pipeline keep-alives.
