This patch adds caching for expensive representations like BERT, ResNet, CLIP etc. to the Hyperparameter tuner to reduce the runtime of the hyperparameter optimization. Every "expensive" representation in terms of runtime can be registered now in the operator registry and will then be cached during hyperparameter tuning.
