Keep nested doc_values test before the new syntax
DocValuesParameterTests.testOnFailureIgnoreParsesSuccessfullyForOlderCreatedVersions uses the nested doc_values.on_failure syntax and picks a random created version up to the one before current. Since #161944 added COLUMNAR_CODEC_NO_FEATURE_FLAG, that range includes DOC_VALUES_TOP_LEVEL_ATTRIBUTES. That version deprecates the nested syntax, so roughly 1 in 100 runs fail on an unexpected deprecation warning. This caps the range just before DOC_VALUES_TOP_LEVEL_ATTRIBUTES.
