What this PR does / why we need it: With recent updates for ORCID and ROR use as External Vocabulary services, ORCIDs and RORs can now be used in many different fields. Until now, The DataCite XML export (which is also sent to DataCite) did not look for ROCID or ROR in these other fields. This PR updates the DataCite XML to properly send names and pids when ORCID and ROR are used in these fields. (See #58 and #64 for details - the latter includes the list of fields now supported.

In addition, the PR also adds a new feature flag to allow testing with sandbox ORCIDs and includes the dataCollector entry from the socialscience metadatablock in the list of DataCite contributors.

Suggestions on how to test this: There are automated tests. The manual routine would be to use the external vocab scripts (as deployed on demo.dataverse.org for example) or just enter an ORCID or ROR directly in the fields supported by those scripts (list at the link above) and then verify that the generated DataCite XML upon publication properly adds the identifier type/value along with the person/org name.

To test with the ORCID sandbox, you can set the new flag to true. (Without the flag, only ORCIDs existing on https://orcid.org will work, with the flag, you can find/use ORCIDs from https://sandbox.orcid.org).
