Salt 3008

Upgrade sysutils/py-salt to version 3008.1. Crucially, this version works with Python-3.12; version 3006 does not. However, it isn't backwards compatible with 3006. Many modules have been deleted from the core Salt repository. Instead, we're supposed to move them to separate extension repositories. So this PR includes ports for two of those:

  • sysutils/py-saltext.zfs: for ZFS states

  • sysutils/py-saltext.freebsd: a brand new extension for FreeBSD-specific commands, like sysrc.

PR: 296290
Sponsored by: ConnectWise

The PR is in draft state for now because:
* I haven't tested the Salt master, only the minion
* sysutils/py-saltext.freebsd doesn't have working tests or CI yet.
